When the uprising started, they tried to quell the rebels but when it became a huge war, it's the overwatch soldier's (and elite's) job at that point. They're still alive, but not needed in Episode 2 because they are only paid to do police jobs.

Bugs And Crashes. Yesterday I finished downloading hlf 2 episode 2 and i was super excited but when i started playing i noticed that the water was white and that there were a lot of purple and black squares like a chess board, so searched for the water bug and found the soulution for the purple and black squares, so i managed to make the game
