Wingman + Shotgun combo is always a good one. Pretty much any large group is a guaranteed level up. This. I used 5 wingman, with the shotgun, and in about 3/4 hours I went from 27 to 50. Just clear out the outsides. Head inside a hotel clear that out, head back outside, etc. Easy as pie.
The Dead Rising series has a lot of weird design decisions and quirkiness going on, and unabashedly so. Time limits, manual saving, crazy hard boss fights out of nowhere, restarting your game whenever just to level up, that's just how Dead Rising does things ;) The one complaint I have never understood, though, is about the weapons breaking.
